I can't get ethanol effortlessly in my country so I will use IPA (I'm able to use pure methanol but IPA is fewer toxic and won't discolor my herbs). Almost all of it recipes contain herbs like mimosa, peppermint, Syrian rue, or calendula — none of that happen to be illegal.
